Building Permits
Permits are required to:
  • Construct a foundation to support a building or structure.
  • Erect a new building or structure (including retaining walls over 900 mm in height and swimming pools/hot tubs)
  • Demolish, relocate, repair, alter or make additions to an existing building or structure.
  • Install or modify heating ventilation and air-conditioning (HVAC)
  • installations for all commercial, industrial, institutional and new dwelling installations.
  • Construct a deck more than 2 ft. above grade or a deck attached to a building with frost protection.
NOTE: It may be necessary for you to obtain a Development Permit prior to submitting an application for a building permit. Please refer to the Municipality of Crowsnest Pass icon Safety Code Permits Bylaw 755, 2008. Contact the Municipality of Crowsnest Pass Building Department at 403-562-8833.

Permits are not required for:
  • Painting or decorating if such work will not create any hazard or unsafe condition in or about the project;
  • Parking pads not supporting a garage or carport;
  • Driveways (gravel or paved)
  • Fences, retaining walls less than 900 mm, sidewalks.
  • Swimming pools/hot tubs less than 600 mm deep.
  • Accessory buildings not greater than 10 square meters if they do not create a hazard. Towers, antennas or signs not attached to a building.
  • Construction of an on grade decks 2 ft. or lower to ground level, if the deck is not attached with frost protection.

Information Required With a Permit Application
(Other requirements may apply for larger projects)

  1. Except when otherwise permitted by an Officer, with each application for a Permit, two sets of construction plans, drawings and specifications shall be submitted to the Municipality.
    • Sufficient information shall be provided to show that the proposed work will conform to this Code and whether or not it may affect adjacent property.
    • Plans shall be drawn to scale and shall indicate the nature and extent of the work proposed occupancy in sufficient detail to establish that, when completed, the work and the proposed occupancy will conform to the Code.
    • Plans and specifications shall include, so far as is applicable:
      • Floor plans on a scale of not less than 1:100 or legible (discretion of Safety Codes Officer),
      • Dimensions of all rooms,
      • A description of the purpose of all rooms,
      • The location of all walls, partitions, doorways, windows and other openings,
      • The finish of all floors, walls, and ceilings,
      • The location and description of all fixed equipment, and
    • Building sections, elevations and details sufficient to determine the proposed construction meets the requirements of the Code.
    • Plans and specifications for a permit must show the proposed occupancy of all parts of the building.
    • Plans and specifications shall be drawn to scale upon substantial paper or other acceptable material and shall be of sufficient clarity to indicate the nature and extent of the work proposed and to show in detail that it will confirm to the provisions of the Act, all Provincial and Federal laws and Regulations, all City Bylaws and applicable Codes.
    • Each set of plans shall state the building or premises address, the name and address of the owner of the building or premises, a name and address of the person who prepared the plans and when an agent represents the owner, the name and address of the agent.
  2. One site plans showing the following information:
    • Area of lot
    • Area of existing building and percentage of the lot coverage
    • Area of proposed buildings
    • All cantilevers (including floors, bay windows, eaves, fireplaces, etc.)
    • All abutting streets, avenues, lanes, reserves, etc.
    • Building height from finished grades
    • Access routes for fire fighting
    • Easement and utility right-of-way
    • Proposed buildings, property lines, existing buildings, and other structures
    • Boulevards distance from the property line to the back of the sidewalks or curb where no sidewalk is provided (in the case of garages with street access only)
    • Finished grades at the property line shown at front and rear of property lines and the corners of the building.
    • The location of the north arrow
    • The location of the house within municipality (house address and legal description)

      Note: If requested by an Officer, the Applicant shall submit an up to date Real Property Report (Survey) by a registered Alberta Land Surveyor.

  3. If floor and beams are engineered (e.g. Truss Joist, Nascor, etc.) Manufacture layout will be required along with a suppliers letter (provided by designer)
  4. Layout for roof trusses. If complex design specification will be requires to be provided.
  5. A Municipality of Crowsnest Pass Registration sheet showing information regarding contractor; e.g. Address, phone number, contacts, business license number, etc. (the number we assigned to this Registration Sheet will need to be for future applications).
  6. A subcontractor sheet, indicating subcontractors for projects; e.g. Names of contractors who will be doing work on the project, painting, dry-walling, framing, wiring, etc.

    Note: All Contractors and Subcontractors must have a Business License with the Municipality of Crowsnest Pass or permit approval may be delayed.

  7. A declaration of construction value will be required for all commercial, industrial, large residential and institutional applications. Schedules will be required with all applications for larger projects in conformance with the Code.

Permit Issuance and Approvals
A start work early may be granted for dwellings, additions, and commercial, intuitional and institutional permits once; Fees have been paid, The municipality of Crowsnest Pass has granted approval for construction, and the Safety Codes officer has granted a start work early.

An occupancy Permit may be required prior to occupancy of a new building, renovation, addition or change of occupancy of a building. (At the discretion of the Safety Codes Officer)


Cancellation of Permits

A valid Permit or application may be cancelled within ninety (90) days of application date, upon written request to the Municipality of Crowsnest Pass. Inspection Department from the owner or his authorized agent.


Offence
Any person who is guilty of an offence of the Safety Codes Act is liable for a first offence to a fine of not more than $15,000.00 and, in the case of a continuing offence, to a further fine of not more than $1,000 for each day during which the offence continues after the first day or part of a day, or imprisonment for a term not exceeding 6 months, or both to fines and imprisonment. For a 2nd, or subsequent offence to a fine of not more than $2,000 for each day or part of a day during which the offence continues after the first day, or imprisonment for a term not exceeding 12 months, or to both fines and imprisonment.


Inspection Procedures

The building Inspector Must be contacted to do the following Inspections:
  1. Foundation Prior to Back Filling
  2. Framing
  3. Insulation and Vapor Barrier Prior to Drywall
  4. Final Inspection - Prior to Occupancy
The following information is required for the completion of a valid building permit.
  • Supplier’s Letter
  • Floor & Truss Layouts
  • Two (2) Building Plans
  • Two (2) Plot Plans
  • Two (2) Garage Slips
  • Calculation Sheet for HVAC
  • Permission to Start
Please note that if you purchased a partial permit, it only includes construction of the foundation and sub-floor. Construction cannot proceed past this point unless all the above noted information is received and your permit has been issued. Failure to comply could result in penalties (doubling permit fees).
